David Charles Grusch is a former U.S. Air Force intelligence officer who served 14 years in the military, including assignments with the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO). He served as the NGA's representative to the UAP Task Force and later to the All-domain Anomaly Resolution Office (AARO), the government body created in 2022 to formally investigate UAP reports.
In June 2023, Grusch made international headlines when he publicly disclosed, under whistleblower protections, that the U.S. government operates secret programs that have retrieved non-human origin craft and biological material. He stated that he had provided classified testimony to the Intelligence Community Inspector General and Congress corroborating these claims, and that he had been illegally retaliated against for making protected disclosures.
In July 2023, Grusch testified before the House Oversight Committee's national security subcommittee in a historic public hearing alongside Navy pilots David Fravor and Ryan Graves. During testimony, he asserted under oath that the U.S. government possesses "non-human" intelligences and craft of non-human origin, that multiple programs exist to recover and exploit such craft, and that individuals with knowledge of these programs have been killed to maintain secrecy. He stated he had personally interviewed officials with direct knowledge.
The Intelligence Community Inspector General found Grusch's initial complaints to be "credible and urgent." His claims have not been independently verified, and the Pentagon and AARO have stated they have found no credible evidence of non-human craft or materials. Grusch's allegations have been disputed by current and former intelligence officials, while others in Congress have stated they have received classified briefings that corroborate some elements of his testimony.

Grusch testified before the House Oversight Committee on July 26, 2023, alongside Navy pilots David Fravor and Ryan Graves. His sworn testimony included assertions that the U.S. government has operated a multi-decade program to collect and reverse-engineer non-human craft, that crash retrievals have occurred, and that he was aware of "individuals who have been harmed or injured" in efforts to conceal this information. This testimony represented the most explicit government-adjacent claims of non-human craft in recorded congressional history.
